    News to know

    A proposal by the U.S. Postal Service would raise the cost of a first-class stamp 3 cents to 49 cents. The plan must be cleared by the Postal Regulatory Commission before it could take effect. The Postal Service says it has lost $3.9 billion this year and lost $16 billion last year. The stamp increase would be a $2 billion gain, the agency says.
