Tony Kirkendoll, of the Chillicothe Police Department, the investigation began around early December when undercover police officers began making purchases from different individuals. The investigation centered around the distribution and purchase of prescription medication that are classified as scheduled drugs. Methamphetamine was also purchased during this operation.
